TMA-POSTGRES-3.1.3
Ensure the logging collector is enabled
Description

The logging_collector setting must be enabled in order for this process to run. It can only be set at the server start. Runs psql as ${PGUSER:-postgres} against ${PGDATABASE:-postgres}; set PGHOST/PGPORT and use ~/.pgpass (not PGPASSWORD, see 1.6/1.7) when peer authentication is not available.
