Ensure 'Minimum Length' is greater than or equal to 12

Description
This determines the least number of characters that make up a password for a user account. PASS requires minimum-length of 12 or more. Audited against the PAN-OS running configuration in set format: run 'set cli config-output-format set', then 'configure' and 'show' (or 'show config running') and save the full output.
