Ensure Data Cluster Initialized Successfully

First-time installs of YugabyteDB require the instantiation of the database cluster. A database cluster is a collection of databases that are managed by a single server instance. Runs yb-admin -master_addresses ${YB_MASTERS:-127.0.0.1:7100} list_all_masters and list_all_tablet_servers; passes when at least one master and one tablet server are listed and all are ALIVE.
