Privileged accounts are the highest-value target. Compliant when security defaults are on or an enabled Conditional Access policy targets directory roles (or all users) with the mfa grant control. Requires an already-connected Microsoft Graph session: Install-Module Microsoft.Graph; Connect-MgGraph -Scopes Policy.Read.All,Directory.Read.All,RoleManagement.Read.Directory (read-only scopes). The audit throws if no session exists.

Create a Conditional Access policy: Users = Directory roles (at least Global, Privileged Role, Security, Exchange, SharePoint, User, Billing, Conditional Access, Helpdesk administrators), Target resources = All cloud apps, Grant = Require multifactor authentication (or a phishing-resistant authentication strength), State = On.
