FAILs when the <ssh> block has <enable>enabled</enable> and sshdkeyonly is absent or set to 'both' (password or key). Passes when SSH is disabled. Audited against the pfSense config.xml (Diagnostics > Backup & Restore > Download configuration, or /cf/conf/config.xml).

GUI: System > Advanced > Admin Access > Secure Shell > SSHd Key Only = Public Key Only (add keys under System > User Manager first), Save. Or clear Enable Secure Shell.
