Ensure a DMARC policy of quarantine or reject is published

An enforcing DMARC policy tells receivers to quarantine or reject mail that fails SPF/DKIM alignment, stopping direct-domain spoofing. Checked from any POSIX shell with dig: set DOMAIN to the mail domain (e.g. DOMAIN=example.com). Fails if DOMAIN is unset or dig is missing.

Publish TXT at _dmarc.<domain>, starting with v=DMARC1; p=none; rua=mailto:dmarc@<domain> to collect reports, then move to p=quarantine and p=reject once all legitimate senders align.
