Ensure makers cannot share canvas apps with Everyone

Sharing with Everyone exposes apps (and their connections' data) to the whole tenant, including guests. Requires Microsoft.PowerApps.Administration.PowerShell and an authenticated session (Add-PowerAppsAccount) as a Power Platform administrator; the audit throws if the module is missing.
