Ensure access on /var/spool/cron/atjobs is configured

The /var/spool/cron/atjobs directory contains scripts submitted by authorized users using the command at. The /var/spool/cron/atjobs directory contains all of the at jobs for the users on the system. Atjob files present a security problem because they are run using SUID and SGID of the user who submits the job. Audit: automated read-only check derived from the CIS audit procedure; it prints "compliant" when the control is met.
